Responsibility articles: GB/T 90.3 fastener quality assurance system serialization (2)

5 requirements
5.1 General
The selected characteristics indicated by the customer should be included in the written control plan. The written control plan is part of the quality assurance system used by the manufacturer.

Manufacturers and customers should negotiate and agree on the number of unacceptable parts (ppm) and/or Cpk values per million products and the evaluation method for each specified characteristic.
For other features, the manufacturer can use his own quality plan, and the customer should also evaluate the fastener product purchased according to GB/T 90.1.
Fastener products manufactured in accordance with this section shall be delivered in the form of a production lot.
The fastener product should be consistent with the instructions and/or markings on the shipping documentation. The shipping documents should include at least the fastener product mark and the production lot number.
The label on the package should include the manufacturer's or dealer's name or identification (including the country of origin) as well as the production lot number or traceability number. It also includes the necessary information related to the fastener description and/or marking.
The manufacturer shall be able to provide a quality inspection report to any production lot to demonstrate that the product meets the fastener technical conditions and shall include the following:
- smelting analysis (chemical composition);
- heat treatment method (if applicable);
-Mechanical behavior;
- work characteristics (if applicable);
-Dimensions;
- surface treatment (if applicable);

This document is only available if requested by the purchaser. If the customer provides the manufacturer with a production lot number, the manufacturer should be able to provide a complete copy of the production lot number within 10 years from the date the product is sold to the customer. Similarly, if the customer provides the dealer with a production lot number or a traceability number, the dealer should be able to provide a complete document of the production lot number within 10 years from the date the product is sold to the customer.
5.2 Traceability
Fastener products should be traceable. Relevant documents for traceability shall be kept for at least 10 years from the date on which the manufacturer sells the product to the customer. Responsible parties involved in the modification and/or modification of fasteners shall also maintain complete traceability documentation for at least 10 years from the date the product is sold to the customer.
In case of dispute, the supplier shall be able to provide all necessary information on the relevant production batch number. Once the customer opens the original packaging, they begin to assume full responsibility for their subsequent traceability.
5.3 Batch integrity
In order to ensure batch integrity, the fastener production batches cannot be mixed.
5.4 Delivery
All fasteners shall be delivered to the user in the form of the original, unopened, sealed package of the manufacturer or distributor, unless the user agrees. Fasteners that specify the number of defective fasteners (ppm) and/or Cpk per million products are not allowed to be repackaged for sale.
5.5 Product continuous improvement
The characteristics of the number of unacceptable fasteners (ppm) per million products can be met by continuously improving the product. This requires the user to feed back any defective fasteners found during the assembly process to the manufacturer. Manufacturers should analyze these non-conformities in order to improve the production process.
6 Overview of responsibilities
6.1 Owner's responsibility
The manufacturer should:
- provide and retain all documents related to 5.1;
- retain traceability related to 5.2;
- Retain the production batch integrity associated with 5.3.

6.2 Responsibility of the dealer
6.2.1 General
Fastener distribution shall retain traceability of each batch of fasteners purchased from the manufacturer and conforming to this section.
6.2.2 Responsibility of the restructuring dealer
Any restructuring made by the restructured dealer will shift responsibility from the manufacturer to the dealer.
6.3 User Responsibility
The user should provide all the information required in Chapter 4.
In addition, the user should take precautions to ensure the integrity of the fasteners purchased in accordance with this section.
