This plan outlines comprehensive measures aimed at enhancing fire safety across the province. By 2015, Guangdong will fully develop industry-specific fire safety standards and ensure that primary and secondary schools provide at least four hours of fire safety education per semester. The notice emphasizes the full implementation of the "Measures for the Assessment of Fire Protection Work in Guangdong Province." Municipal and county governments are encouraged to establish and improve assessment mechanisms, as well as accountability systems for fire protection work. These results will be communicated to personnel departments, and an announcement system for poor fire safety behavior will be established to promote responsibility among social organizations. By the end of 2014, 80% of key units had already adopted the "household registration" management system, and all high-risk fire units conducted safety assessments. Furthermore, the notice highlights the need for standardized fire safety management within industries. By the end of 2015, comprehensive fire safety management standards for various sectors will be developed. In terms of firefighter equipment, the plan calls for accelerating the deployment and improvement of personal protective gear. By the end of 2014, all operational squadrons were equipped with basic and special protective equipment, achieving an aptitude rate of over 95%. Ordinary fire stations' vehicles met the minimum requirements for the "3+2" firefighting and rescue unit. Special service stations were also equipped with additional high-elevation jet fire engines, multi-agent fire trucks, and chemical rescue or decontamination vehicles. The ratio of lifting, service, and support vehicles in each fire brigade reached approximately 18%, 22%, and 12%, respectively. By 2015, each prefecture-level city in the Pearl River Delta will have at least one fire safety propaganda street and two fire-themed parks. Fire-related laws, regulations, and prevention knowledge will be incorporated into civil servant training, compulsory education, and vocational programs. By the end of 2015, the launch rate of special fire education events in schools will reach 100%, and the four-hour fire safety education requirement per semester will be fully implemented.
