Question: The transfer of coastal hardware manufacturing to the central and western regions?

In the recent past, the phenomenon of “labor shortage” in the coastal areas has been spurred by the media. According to Han Jun, Minister of Rural Affairs of the Development Research Center of the State Council, at the 2010 China Development Forum, the theme of “China and the World Economy: Growth, Adjustment and Cooperation”, there are two trends behind the shortage of employment. One is that coastal manufacturing will accelerate the transfer to the central and western regions. Some netizens claim that because the labor shortage mainly occurs in the hardware manufacturing industry, and the hardware manufacturing industry occupies a large proportion in the coastal areas, in a sense, the transfer of coastal manufacturing is actually the transfer of hardware manufacturing. The author expressed doubts about this issue.
Question 1: The narrowing of the wage gap between the central and western regions and the coastal areas is one of the reasons for the shortage of labor?
According to Han Jun, in the fourth quarter of 2008 and the first quarter of 2009, the wages of migrant workers in China have fallen sharply. However, in 2009, there was a recovery growth. The average monthly wage of migrant workers was 1,417 yuan, an increase of 5.7%. What is more noteworthy is that the wage gap between the coastal areas and the central and western regions has shrunk rapidly. Now the gap is only 5%, and the wages of migrant workers along the coast are only 5% higher than the mainland. Therefore, it is possible to speculate on the reasons why migrant workers are not employed in coastal areas.
However, according to the author, since the beginning of the labor shortage, a large number of enterprises in the coastal areas have increased their salaries to attract workers. In Dongguan, Huizhou and other places, there are media reports on the news of the company's salary increase and grabbing people. According to the notice issued by the relevant departments in Guangdong, Guangzhou will implement a new wage standard starting from May 1, in which the minimum wage is 1030 yuan, which is higher than the level of Beijing and Jiangsu. Other cities throughout Guangdong Province have also adjusted accordingly.
In addition, according to Jiang Ling, deputy mayor of Dongguan City, in order to solve the difficulty of employment, many enterprises in Dongguan City to raise wage costs as the preferred countermeasure. In the past, the monthly minimum wage in Dongguan was limited to 770 yuan, and then gradually increased by 20%. The actual wages of more Dongguan workers have risen to the level after the increase. Therefore, this means that the era of low-employment employment in the Pearl River Delta enterprises has ended.
In response to the recent “labor shortage” reported by the media, Jiang Ling said that at the end of the Spring Festival, the average number of workers per employee will be one, and the current ratio has dropped to 1.2:1. In the face of such a gratifying phenomenon, the author can not help but express doubts. Can the wage gap between the central and western regions and the coastal areas really lead to the persistence of labor shortage? Is it really the trend of the transfer of coastal hardware manufacturing to the central and western regions? let us wait and see.
