Policies to Accelerate the Development of Green Buildings
The Ministry of Housing and Urban-Rural Development recently released the "12th Five-Year Plan for Green Building and Green Ecological Urban Development," a comprehensive strategy aimed at promoting sustainable urban growth. The plan outlines the development of 100 new cities that will follow green ecological city standards, with a focus on energy efficiency, environmental protection, and resource conservation.
Starting from 2014, government-funded buildings such as administrative offices, schools, museums, science centers, sports facilities, and large public buildings exceeding 20,000 square meters will be required to meet green building standards. This initiative also encourages commercial housing developers to adopt similar practices, pushing for the creation of eco-friendly residential communities. By 2015, more than 50% of new real estate projects in key cities like Beijing, Shanghai, and coastal provinces are expected to comply with these green guidelines.
Experts highlight that the plan not only sets clear goals but also introduces safeguard measures to ensure its successful implementation. It addresses long-standing issues such as lack of local targets, unclear industry standards, and insufficient regulatory frameworks. By integrating green building requirements into energy-saving assessments, the plan ensures accountability at all levels.
The Ministry has also emphasized legal and technical improvements, including strengthening system supervision, implementing green land transfer systems, and conducting specialized green design reviews. These steps aim to embed sustainability from the very beginning of the construction process.
The plan also introduces four key mechanisms: a refined decoration system, improved evaluation marking, a scrapping approval system, and professional certification for green building experts. These initiatives form a long-term framework to support the continuous growth of green buildings.
In practice, companies like Wanda, Vanke, and Green Area have already made significant progress in developing green buildings. For example, Wanda has developed 63 green buildings, while Vanke and Green Area have built 54 and 30 respectively. Most of these projects involve fine-tuned designs that optimize energy use and environmental impact.
Chongqing’s Liangjiang New Area is one of the first eight green eco-city districts recognized by the Ministry. The Yuelai Eco-city within it plans to implement national green building standards, with over 30% of buildings achieving two-star or higher ratings. Waste management is also highly efficient, with full classification and 100% accessibility for disabled individuals.
According to Ye Zuda, a researcher at Peking University’s Urban Planning and Design Center, the plan considers regional differences, climate conditions, and cost variations. This ensures a balanced approach to resource allocation across different areas.
Additionally, the National Development and Reform Commission and the Ministry of Housing and Urban-Rural Development have emphasized the importance of green building materials. They encourage the development of durable, energy-efficient, and environmentally friendly materials, supporting the transformation of the construction industry.
Zhang Jun from the China Academy of Architectural Design and Research notes that promoting green buildings involves not just planning and construction, but also the evolution of the building materials and energy-saving industries. Materials must be optimized for low-carbon applications, creating a synergy between sectors.
Finally, the plan calls for institutional innovation, including the promotion of design-led general contracting, the development of testing systems, and enhanced economic incentives. These efforts collectively create a supportive environment for green buildings, ensuring they are no longer isolated initiatives but integral parts of urban development.
