The Price Division of the National Development and Reform Commission recently issued a circular titled "Exploiting Price Leverage to Promote the Healthy Development of the Photovoltaic Industry." The document clarified that the subsidy for distributed photovoltaic power generation projects would be set at 0.42 yuan per kilowatt-hour. This move marks a significant step forward in supporting renewable energy initiatives across China.
In addition, the National Energy Administration and China Development Bank are reportedly working on joint guidelines to support financial services for distributed photovoltaic projects. These policies could soon be released, offering individuals more opportunities to invest in solar energy. For years, the high cost of home-based photovoltaic systems has been a major barrier. However, recent policy changes aim to address these challenges.
On August 13, the National Development and Reform Commission also issued the "Interim Measures for the Administration of Distributed Generation," which introduced supportive measures such as exemptions from licenses and guaranteed grid access for excess electricity. These steps are designed to streamline the process for small-scale solar projects.
Grid companies have also responded positively. China Southern Power Grid has launched a green channel for connecting small-scale solar projects, simplifying the application process. Similarly, State Grid Corporation of China expanded its grid-connected services to include all types of distributed generation, including wind and natural gas. These developments signal a growing commitment to decentralized energy solutions.
Despite these encouraging policies, Sichuan still lacks any individual grid-connected photovoltaic projects due to cost constraints. However, residents interested in setting up their own systems can contact local power companies for guidance. The process involves submitting an application, undergoing site inspections, and completing installation within about 45 working days.
While the policy environment is becoming more favorable, several challenges remain. High initial investment costs, technical barriers, and difficulties in securing space on rooftops or shared areas are still major hurdles. Additionally, the lack of value-added tax invoices complicates the selling of excess electricity.
Industry experts believe that while the short-term outlook remains cautious, the long-term potential for personal photovoltaic systems is promising. With falling equipment costs and continued policy support, rooftop solar may become a viable investment for many households in the future. As technology advances and efficiency improves, the economic benefits of solar power will likely grow, making it a more attractive option for individuals.
