In order to effectively implement the "Law of the People's Republic of China on Prevention and Control of Occupational Diseases" and other relevant regulations, we are committed to guiding employers in the proper allocation and use of labor protection equipment. This initiative aims to safeguard the lives and health of workers during production processes. To this end, the general trade unions have developed and issued the "Guidance Opinions on the Deployment of Labor Protective Products in Shanghai (Trial)" (hereinafter referred to as the "Guiding Opinions").
Firstly, it is emphasized that labor protection supplies serve as an auxiliary measure to prevent occupational injuries and hazards. Employers are encouraged to eliminate unsafe conditions at their root through equipment upgrades and process improvements, while also ensuring the appropriate use of protective gear. This approach helps reduce exposure to harmful factors in the workplace.
Secondly, employers are required to establish a comprehensive management system for all aspects of labor protection products, including procurement, inspection, storage, distribution, usage, replacement, and disposal. All special protective equipment must be sourced from certified suppliers and come with valid production licenses, product certifications, and safety approvals. This ensures that the equipment provided meets national, industry, and local standards.
Thirdly, workers engaged in various types of jobs or working in multiple environments should receive protective gear tailored to the primary nature of their work. If the provided equipment is not suitable for other tasks or settings, they should refer to the "Guidelines for the Selection of Personal Protective Equipment" (GB 11651-2008) to borrow or use alternative protective items as needed.
Fourthly, the "Guiding Opinions" set the minimum standard for the provision of labor protection articles. Employers must ensure that their internal standards do not fall below these requirements.
