Employers are encouraged to eliminate unsafe conditions at the source through equipment upgrades, process improvements, and other preventive measures. This ensures that labor protection products are used in conjunction with broader safety strategies.

Secondly, employers are required to establish a comprehensive management system for all aspects of labor protection products, including their purchase, inspection, storage, distribution, usage, replacement, and disposal. All special protective equipment must be sourced from suppliers with valid production licenses, product certifications, and safety approvals. This guarantees that the provided items meet national, industry, and local standards.

Thirdly, workers engaged in multiple types of jobs or working in various environments should receive labor protection articles based on the primary job's requirements. If these items are not suitable for other tasks or settings, they should borrow appropriate equipment or use alternative tools as outlined in the "Guidelines for the Selection of Personal Protective Equipment" (GB 11651-2008). This ensures that all necessary protections are in place regardless of the working conditions.

Finally, the "Guidance Opinions" set the minimum standard for the allocation of labor protection equipment. Employers must ensure that their internal policies do not fall below these standards. This serves as a baseline to protect workers and promote a safer working environment across all industries.
