Li Keqiang visits Greece to find the entry point of European PV industry
On June 21, Premier Li Keqiang concluded Greece’s three-day official visit, marking a significant step in China-Europe relations. During his stay, Li emphasized that Greece has become "the gateway for China to enter Europe," highlighting its strategic importance in facilitating Chinese products and investments into the European market. The photovoltaic (PV) industry is now at the center of discussions, with many analysts viewing Greece as a potential "entry point" for Chinese PV companies seeking to expand their presence in Europe.
Li Keqiang reiterated that China sees Greece as a crucial strategic partner, not just for trade but also for broader cooperation. A major deal worth 6.5 billion euros was signed between the two nations, signaling a strong commitment to economic collaboration. This agreement, structured as a Memorandum of Understanding (MOU), is expected to boost Greece’s economy and position it as one of Europe's most important partners.
One of the key highlights of the visit was Li’s inspection of the Piraeus Port, where he called for the development of the port into a major logistics hub connecting China with Central and Eastern Europe. He also announced a joint initiative with Greek Prime Minister Antonis Samaras to launch a direct train transporting Chinese goods to Central and Eastern Europe, further strengthening trade routes.
The premier noted that about 80% of Chinese cargo ships heading to Europe pass through the Suez Canal, but the route via Piraeus offers a much shorter alternative—saving 7 to 11 days compared to traditional routes. This efficiency makes Greece an attractive base for Chinese exports.
In addition to maritime and rail cooperation, Li expressed interest in investing in Greece’s railway system and increasing purchases of Greek government bonds. This signals a deeper long-term economic partnership beyond just trade.
Although the PV sector wasn’t directly addressed during the visit, both leaders emphasized the importance of promoting investment agreements between China and Europe. Many analysts see this as a sign of Greece’s pro-China stance within the EU, especially regarding anti-dumping measures against Chinese goods.
Greece also plans to privatize the Independent Power Transmission Operator (ADMIE), with China showing interest in acquiring a stake. Additionally, Enterprise Greece signed a memorandum with China Construction Engineering Corporation (CSCEC) to develop a 1.5 GW solar project in China, while another agreement aims to generate 200 MW of wind power by 2017.
This visit is seen as a stepping stone toward establishing a Chinese PV module assembly line in Greece, reinforcing the country’s role as a strategic bridge between China and Europe. With the recent success of China-EU PV negotiations, it’s no surprise that Chinese manufacturers are eager to set up operations in Greece, leveraging its geographic and economic advantages.
