One of the most notable updates came on January 23, when the Ministry of Commerce released the "Standards for the Operation of the Home Furnishing Industry Service," which became effective on September 1. The guidelines include three major highlights:
First, home furnishing stores must adopt a first-payment system, ensuring that any defects in products are promptly addressed through returns or compensation. Even after a seller leaves the premises, they are still required to provide proper after-sales support and maintenance services.
Second, the organization issuing a project contract must ensure that all costs and project details are accurately listed. If the number of projects is underreported and the discrepancy exceeds 8% of the total contract value, the organization will be responsible for covering the additional costs—unless the customer specifically requested the change.
Third, companies must clearly communicate the repair time and scope for key areas such as flooring, doors and windows, ceilings, tiling, plumbing, walls, and cabinets. Basic renovation work should come with a minimum two-year warranty, while waterproofing projects must have at least a five-year warranty.
Industry insiders like Zhao Jia believe that these new "codes" place stricter requirements on smaller businesses, while larger companies, already focused on quality and service, are more likely to comply effortlessly.
